Abstract


In November 1999, Odi town in the Niger Delta was burnt down by armed soldiers, ostensibly with the acquiescence of the Nigerian government. Several hundred people, including women and children, were massacred as they fled from their burning homes. This was a reprisal operation for the killing of 12 policemen by unruly youths, protesting the neglect of the community.42 Government is yet to bring any of the soldiers to book. Prosecution does not appear to be on the government’s agenda in this instance.43 This, despite the fact that it is possible to trace the troops involved. The Odi incident has been characterised by the Nigerian government as an isolated incident of the break-down of law and order.
